狀態：W1 全部檔案工作完成且驗證通過，但刻意未 commit。working tree 同時有 planning arc 與 W2 wireframe量產 的未 commit WIP，render_html.py（NAV）與 tracker.md 物理上把三方變更混在同檔，無法只 commit W1 而不掃到別人 WIP。由 W2-side / 協調 session 統一 commit。

→ user-manage 群與 notify 群其實可乾淨獨立 commit（只引用已 committed 的 .dot + 我新增的 wireframe）；audit-review / module-frame 群因引用未追蹤 .dot、render_html.py / tracker.md 因 planning WIP，都不能只 commit W1 部分。
規則：①一頁的 .dot/.svg/NAV entry 要跟該頁 .md 同 commit 或更早；②render_html.py NAV 提到的檔都要先/同時進版。建議分：
